TimeToJulianEphemerisTime(Timetime)

Converts a cTimec value into bJulian Day in Ephemeris Time ET TTb and caches the result. The method 1. converts the input time to UTC 2. calls the Swiss Ephemeris cswe_utc_to_jdc function 3. returns cresults0c which is Julian Day in ET TT.
