Calculates Tarabala the birthstar strength used in personal Muhurtha. The method gets the Moon constellation number at the selected time gets the persons birth Moon constellation number counts from the birth constellation to the current constellation reduces the count into the standard 9fold Tara cycle returns the Tara number and cycle.
