PreviousNewMoon(TimeinputTime)

Finds the bmost recent New Moonb before the supplied time by scanning backward in small time steps. The method starts at the input time moves backward in 30minute increments checks the SunMoon conjunction angle at each step returns the first time where the conjunction angle is under 1 degree.
