Calculates Yuddha Bala the strength adjustment from planetary war. The method checks whether the target planet is eligible for Graha Yuddha searches for nearby eligible planets within the war threshold determines the victorious and defeated planets calculates the strength difference using prewar Kala Bala values adjusts the result according to the planetarywar rule.
