Calculates a planets Saptamsha D7 sign using an older legacy method retained for reference and comparison. The method 1. gets the planets Rasi sign and degree within that sign 2. determines which seventhpart division the planet falls into 3. applies different counting rules for odd and even signs 4. returns the resulting zodiac sign name. This method appears to preserve an older B. V. Ramanstyle approach and is clearly marked in the source as legacy logic.
