NextNewMoon
NextNewMoon(TimeinputTime)
Finds the bnext New Moonb after the supplied time by scanning forward in small time steps. The method starts at the input time moves forward in 30minute increments checks the SunMoon conjunction angle at each step returns the first time where the conjunction angle is under 1 degree.
