LongitudeToLMTOffset(doublelongitudeDeg)
Converts a longitude into its corresponding bLocal Mean Time offsetb. The method validates that the longitude is in the expected range attempts a limited autocorrection when values appear to be off by a factor such as c1000c converts longitude to hours using the c15 1 hourc rule rounds the result to the nearest minute returns the final offset.
