LocalApparentTime

LocalApparentTime(Timetime)

Returns the bLocal Apparent Time LATb for a supplied time and caches the result. The method 1. converts the input into Julian LMT 2. converts that value to local apparent time through Swiss Ephemeris 3. converts the Julian result back into a normal cDateTimec 4. returns the final local apparent time.
