Calculates Ishta Kaala also known as Suryodayadi Jananakala Ghatika. This is the number of ghatis elapsed from sunrise to the moment of birth. The method checks whether the birth time is before sunrise uses the previous days sunrise when needed measures the time elapsed from the relevant sunrise converts hours into ghatis using the rule 1 hour 2.5 ghatis returns the result as an Angle.
