IsPlanetInKshuditaAvasta(PlanetNameplanetName,Timetime)

Checks whether a planet is in bKshudita Avastab. The current implementation treats the planet as Kshudita when banyb of the following is true it is in an enemy sign it is conjoined with enemy planets it is aspected by enemy planets.
