IsPlanetInFriendlyDrekkana(PlanetNameplanet,Timetime)

Checks whether a planet is in a Drekkana whose lord is friendly to that planet. The method finds the planets D3 Drekkana sign gets the lord of that Drekkana sign calculates the combined planettoplanet relationship returns true when the relationship is Friend or BestFriend.
