IsPlanetExaltedDegree(PlanetNameplanet,Timetime)

Checks whether a planet is at its exact exaltation degree. The method gets the planets Nirayana longitude converts it into a zodiac sign and degree gets the planets exaltation point compares both the sign and wholedegree position.
