IsPlanetDefeatedInPlanetaryWar(PlanetNameplanet,Timetime)

Checks whether a planet is defeated in Graha Yuddha planetary war. The method applies the planetarywar rules documented in the source comments Only the five Tara Grahas can participate Mars Mercury Jupiter Venus Saturn Sun Moon Rahu and Ketu are excluded. A planetary war occurs only when two eligible planets are within 1 degree of each other. The planet with the lesser longitude is treated as the victor. The planet with the greater longitude is treated as defeated. A special wraparound check handles cases near the 0 360 boundary.
