IsPlanetAspectedByFriendPlanets(PlanetNameinputPlanet,Timetime)

Checks whether a planet receives an aspect from any planet that is friendly by combined relationship. The method gets all planets aspecting the input planet evaluates each aspecting planets combined relationship to the input planet returns true if any aspecting planet is a friend or best friend.
