IsAllPlanetsInHouse(List<PlanetName>planetList,HouseNamehouseNumber,Timetime)

Checks whether every planet in a supplied list is in the same requested house. The method tests each planet using signbased house placement and returns false as soon as one planet is outside the requested house.
