IsAllMaleficsInUpachayas(Timetime)

Checks whether all lagnaspecific malefic planets are placed in Upachaya houses. The method gets the complete malefic list for the charts Lagna checks each planets house placement returns false if any malefic is outside an Upachaya house returns true only when all malefics are in Upachayas.
