HouseStrengthCategory(HouseNamehouse,TimebirthTime)

Classifies a houses strength relative to the other houses in the same chart. The method calculates the strength of all twelve houses sorts the houses by strength splits the list into three tiers bottom third Weak middle third Average top third Strong returns the category for the requested house.
