HouseBhavaChalitSign(HouseNamehouseNumber,Timetime)

Returns the Bhava Chalit sign for a house based on the houses middle longitude. The method loads all house longitudes finds the requested house reads that houses middle longitude converts the longitude into a zodiac sign. This gives the sign occupied by the actual house midpoint rather than the counted sign from Lagna.
