HoraAtBirth(Timetime)
Calculates which Hora of the Vedic day contains the supplied time. The method gets the birth time in local mean time gets sunrise for the current date uses the previous days sunrise if the time occurs before sunrise measures the hours elapsed since the relevant sunrise rounds up to the next whole Hora clamps the result to the range 124.
