GreenwichTimeFromJulianDays(doublejulianTime)

Converts a Julian Day value at Greenwich into a DateTimeOffset. The method checks the cache converts the Julian Day into date and time components using Swiss Ephemeris creates a DateTime wraps it in a DateTimeOffset with a 0000 offset.
