GeoLocationToTimezone
GeoLocationToTimezone(GeoLocationgeoLocation,DateTimeOffsettimeAtLocation)
Resolves the timezone offset for a given geographic location at a specific moment in time. This method is designed to account for daylight saving time historical timezone changes locationspecific offset rules. It first checks the cache and then delegates the timezone lookup to the location provider.
