EventStartTime
EventStartTime(TimebirthTime,TimecheckTime,EventDataeventData,intprecisionInHours)
Finds the start time of an event by scanning backward from a time when the event is already known to be active. The method repeatedly steps into the past until the event is no longer occurring then returns the last confirmed time at which the event was still active.
